Because there are four pro NFL teams within a few hours of the city...San Fran, San Diego, Oakland and Arizona...Nothing to do with gambling...Plus Vegas dosn't have alot of actual peole that LIVE there most of the people in the city are tourists.

There are plenty of people to support an NFL team here. The current population of the Las Vegas metro area just surpassed 2 million people, which is larger than many of the NFL markets around the league.
The Mayor of Las Vegas (Oscar Goodman) has been campaigning hard to all the major sports leagues to bring a franchise to Las Vegas. There are currently TWO sports arenas scheduled to be built. As of right now, the most likely type of franchise we would get would be a NHL or NBA team.
So far, the major sports leagues have shied away from Las Vegas because of the FALSE impressions that the gambling aspect of the town could corrupt the game. If anything, the gaming companies in this town would go out of their way to ensure a fair game, since they could only LOSE money in the games became tainted. The casinos make money by pulling in bets for BOTH sides of the games, and if they have uneven betting, they lose. It seems that so far, the owners of these leagues are too old school to realize this fact, which is why people like Michael Stern have told Goodman that they will only consider giving Las Vegas a team if they pull NBA games off the boards at the sportsbooks (which will never happen). Hopefully the heads of all the leagues will come to their senses, and see that bringing a team to Las Vegas could only have a positive effect on their league.

Two major reasons:
Las Vegas is associated with gambling, so distancing the team from legal gambling would be a dance the NFL doesn't want to do.
Second, the Las Vegas area hasn't had the population to support a pro football team for very long. The last expansion to put teams in new cities was twelve years ago, and Las Vegas was about half the size it is now.

The obvious reason would be the conflict of interest, seeing as Vegas is the largest gambling city in the country and people love to bet on sports games. However, I think that we aren't that far away from seeing a pro football team in Vegas.
When the Expos were moving a few years ago, Vegas was a site that was heavily considered by MLB. That fact alone means that Vegas hasn't been ruled out entirely by pro sports franchises. I think if the NFL were to expand or if a team were to move, Vegas could be a possible destination.

Vegas doesn't really have enough people. Most of the homes down there are just like vaction homes. They wouldn't be able to support a team. It's mostly tourists

I think it's because of the gambling implications. Think of how much casino's would pay to have their town's star atheletes in their casinos, but they arn't allowed to gamble (league rules). That plus the added pressure from bookies and lower tough-guy figures to perform better than normal or worse than normal.
Those along with many other reasons is what's kept professional sports out of Las Vegas.
