I live in the UK and studying psychology here and i'm going out there for next fall semester- just the fall. Obviously i don't get the "rumours", word of mouth or to see it before i go as i would living in the USA. So what's it like, what is it known for, any advise?? I'll be living in halls on the main campus.

I do not know a lot about Penn State specifically, but I do know one thing: get involved when you are there! That is the key to success in school in more ways then one, academically and socially. So join a club or get involved with the activities in the hall you live in. And careful with the partying. It is good to take a break and have some fun, but a lot of students overdo it and blow their grades. You don't want to spend all the money and time coming over here and have it be an academic waste.

This may sound elementary of me to say, but I've been involved in academics as a student and teacher at the university level for over a decades, and I have seen a lot of intelligent, well-meaning students (especially international ones!) do one of two extremes: hole themselves up in their room and never get involved, thus having a miserable time... or go the other extreme- party their time away and find themselves on a plane back home after a semester or two.
