It's just the valve when the water is coming in. There may be some mineral buildup that is making it vibrate. Remove the tank top and mess with the lever to the valve. Try to loosen some of the parts. If the noise doesn't go away you will need a new valve. Valve could be $12 to $15 and the installation could be about $35 to $60 depending on the plumber. It would be better to go and get the new part so the plumber spends less time.
Any decent Handy Man could do it for you cheaply.

A plumber will charge a lot depending on where you live. You need to clean or change the fill valve, a $10 part at Lowes.

You should change the fill-valve. Go to Lowes or HD and buy a Fluidmaster 400A fill-valve. Around $8. Easy installation instructions come with it. Maybe the toilet doesn't know the "words" and thats why it hums. LOL. Sorry, couldn't resist that.

It is humming because ......it does'nt know the words.
Old Joke ...sorry.
The float valve is probably the cause.
As mentioned replacing it will probably make it go away.
Not hard to do yourself for about 1/2 hours time & $10.
Plumbers around here get $65 to show up plus parts.

I had a humming toilet, and replaced it with the new water saving model (the only ones that are now available). Now my toilet sings. I wish that I had the old hummer.....

I am not surprised if your tiolet hums. How would you like it if you were s*** on all the time.
