Sure I do this all the time. I have an Audi and I own a VAG-COM tool (Audi / VW specific ODBII tool), to diagnose my car problems.
Other cars manufacturers also have similar tool or you can just get generic ODBII scan tool and skip the laptop all together. There are at least one open source ODBII so you can build a connector for your laptop.

Well it depends on what car you have, but many cars can be accessed via laptop if you have the right cable. For example, with a Ford (I have a mustang), you can get a device that plugs into the OBD2 port, and it can be connected to a laptop for real time monitoring of things like short term and long term fuel trims, airflow meter voltage, etc. However, with that said, I wouldn't try to run a desktop in your car, at least not unless you plan on upgrading the alternator, installing a 110-120V AC outlet or a DC power supply in the PC, and run a water cooling system with an external radiator for the PC. Ultimately, it's possible to do, I just personally wouldn't want to do it, I'd much rather just get a cheap laptop, because it takes a very minimal PC hardware and prefers older software (XP vs 7) to run datalogging features. If you have a CAN-bus equipped car, well, that's a whole different ball game that I'm not familiar with, but I'm sure there's something out there.

im a mechanic & have worked in a few shops that require engine tuneing from a laptop usualy with the com port in or near the kick panels or near glovebox or under hood.In all cases each manufacturer(car & truck) has different harness & plug configuation thus force u also to use their software/hardware, although i have seen adapter kits & a broad range of programes. if ur a puter wizz ,but unsure of ur cars specs ,u should seek professional advice on ur make & model b4 u do .irrepairable,costly engine damage.Have u tried a mod chip? if ur seeking hp vs economy

they even have a wireless conector you will need special software to do it and some hardware they sell scan tools that do it also
your car needs to be 1996 or newer to do this and the connector isnt under the hood its under the dash
the cost and knowlage you will need to do this it may be easyer to pay your local shop to do it for you
