The interior lights, power windows, locks, & mirrors are all working including the headlights, turn signals, brake lights and emergency lights but the car still will not start. My battery was tested and is fine an also the alternator was tested and that is ok.

If it is a continuous clicking sound then your battery is weak or you are not getting a good connection. Remove the terminals and clean before replacing making sure they go back tight. The continuous clicking sound is the starter silonoid trying to make contact with the starter but dont have enough power causing it to jump back and causing a cont. clicking sound. If you just get one click, then it is most likely your starter not working properly. I have tapped on the starter while someone holds the key in the start position and gotten starters to work again. Might work for days or months but will need to be changed.

It still could be a few things, you state that all electric seems to work ok so lets go down the chain,
1) check that all battery connection's are clean and tight
2) fords have a bad history of the starter solenoid going bad try and jump out the solenoid buy going from the power lead to the starter wire and see if that works.
3) the starter may be bad it is a 95 and they do wear out.

If it is clicking, the starter is fried, the battery is almost fried or your battery cables need to be cleaned/replaced.

The starter draws a ton more than lights/radio. So that is why I say the battery or cables may have an issue. Since you had it tested

The solenoid should be fine since that "click" is it engaging.

I would first check the cables for corrosion, and if they look fine, you will probably need to replace the starter.

Did you check the solenoid and/or the starter? What it sounds like.
