they are attracted to the liquid solution of sugar, not sugar itself. they are probably not able to taste or smell it unless it is partly dissolved.

they will swarm over a bowl of sugar if they can get to it

If you add water to that bowl of sugar, those ants will come.
If you let the ice cream harden, the ants will not come.

Sorry, but tell that to the ants in my kitchen every summer. I finally had to get a SEALED sugar jar for the counter before they stopped coming.
