Athlon 64 dual core 4200 processor
Asrock ALive NFG6 motherboard (Micro ATX)
ATI Radeon HD 2600 PRO PCI-E
2GB OF DDR2 RAM

Things i already have and I am going to keep:

A 80GB HDD
A DVD DRIVE
A 400W POWER SUPPLY

Is that a good sytem for average gameplay - when i say average, i mean games like guild wars, world of warcraft, fable etc...

Also would i be able to run either windows vista premium or vista home basic and get decent running speed?

Consider the ATI HD 2600XT instead and overclock your processor to 2.6gHz or higher.

Don't waste your money on the athlon. Get the Intel quad core with 2.6 ghz X's 4. It's about the same $$$. Get a bigger HD. 80 GB is pretty small. Also get one @ leats 7200 RPM.

If you're running Windows Vista you'll need every bit of that 2GB of RAM as well...
