Maybe its one of the things of the government should provide. Since they are in prison. They have no livelihood like most people. They are not free to consult or seek medical care. If you think about it part of the government's role is to make unpopular decisions, children at least there are more non profit non government organizations (NGOs) or charitable institutions that will be concerned of their well being and help them than the criminals. So it is really up to the government to provide medical care.
If you think about it, the idea behind this is:
1. Some crimes that are not very heinous, the prisoner has a chance to change. Let's say a re trench worker who just wants to give bread to his/her children caught picking pocket. Take away medical benefits his/her health grew worse after his/her term of sentence. His/her chances not to repeat the crime and work as a productive member of society grew slimmer because of not only a record but health reasons. This is not a very heinous crime as killing someone. And there is a chance of changing.
2. We can't say the current justice system no matter how modern is infallable. Or the investigation tools are very infallable. There is still a chance of victims of set up or wrongfully accussed for some reason. If we look at criminals as trash that don't deserve to be treated well. What happens if the sentenced prisoner got sick and lost a limb because there's no medical care, and because of new evidence that the authority have found that the wrong person is put in jail. How can someone say sorry for the mistake, your record will be deleted, you work again and free. And sorry for your lost limb. The losts earning can be paid by the government. But how can government pay for lost potential to work again because of lost limb - say the person is a encoder and the limb losts is an arm. Therefore chances of working as an encoder again is slim.

Cause the governments locked up the criminals and that makes them responsible. If people cannot afford their kids, maybe they shouldn't have had the kids. My taxes should not pay for it. If I didn't have the fun of makin the kid, be damned I should pay to raise the little bugger.

Because the children aren't locked up. I guess we could declare that poverty is a crime, lock up all of those poor kiddos and give them health care.

For the same reason the government is not responsible for housing and feeding everybody. Inmates are wards of the state.
Parents are responsible for their children, not the government.

Silly liberal. There is plenty of health care available for children. No child is ever turned away from a hospital because their parents can't afford to pay, even if they're illegal immigrant children of illegal immigrant parents.

Bush wants to give a little health care to kids but on the cheap so he can say he's for it but not spend much.
EDIT - it is actually Bush and the 13 representatives who would not override his veto, the rest of congress voted FOR increasing schip. Bush and the 13 idealogues want middle class folks to suffer a little longer financially I guess...
