depends how big your garden is and what you would like to do with it, how you would like it to look.
obviously concrete is one idea - because there is only 1 cost and thats it - you neednt worry about it for some years !!
however, if you want other ideas then be prepared to spend atleast some hours in the garden to maintain it looking nice.
plan your garden on a piec of paper. try to have some planting areas - where you can plant easy maintainence plants and bushes such as roses / hardies / perenials.
for the rest of the area, use weed control fabric and pin it down throughout the area. then you can spread tree bark or gravel on it. this way you wont have to worry about removing weeds plus gravel gives a very nice 'feel' to a garden
using potted plants also helps that way you can change them around easily if you dont like the look you have now.
you can also invest in a bird feeder or a garden feature which will make it look nice. although you will have to clean the bird feeder every now and again.

Go to freecycle.com and find a local group in your area. Just place an add on there that you are new to gardening and are in need of plants. I did this when I was a new gardener and received more plants that I needed. Now 3 years later, I am able to give away plants to other new gardeners. Gardeners love to share.

Assuming the garden is bare and weed free,suggest applying a mulch(covering) of compost,leafmould,forest bark or similar obtainable from any garden centre.There's no point trying to plant anything during the present weather,the soil in the UK being frozen.
Buy a cheap soil testing kit and establish the type of soil i.e acid,alkaline or neutral and clay,sand,loam or?
That done check the drainage,the exposure and aspect of your garden and read up on the types,shapes and sizes of plants,trees and shrubs to your liking.
Leave the mulch in place until the weather improves,it'll supress weed growth and improve the soil structure.
When you're ready to start planting,remove enough mulch to place each plant and carry on from there.

Pruning and cleaning up first. Eliminate undesirable plants. Mulch with pea gravel or pine bark mulch( it lasts longer and doesn't sap nutrients ). Use pre-emergent weed control and Round UP for weed control. Round Up is very environmentally friendly. Plant annual flowers for year long color.

use plants that do not require not to much effort on your part go to your local nursery and they will help you pick the right ones out.
