i would say the person is either intimidated by you and could be a little uncomfortable or nervous!

It's hard to tell with eye contact alone. It could be nervousness or not interested. What does the rest of this persons body language tell you? Do they cross their arms, lean in towards you, shift back and forth..?? You have to look at the whole picture.

they might like you and look away because they think they are flirting or they moght just feel uncomfortable or embarssed when you talk to them do a little eye contact at first and then more and see how they react
