Of course there should have been a referendum.
The only politicians *not* saying that this treaty is effectively the same as the constitution that got voted down (by France and the Netherlands) are those trying to avoid giving their public a referendum which they know they'd lose.
Giscard D'Estaing was unusually clear on this!
"Above all, it is to avoid having referendums thanks to the fact that the articles are spread out and constitutional vocabulary has been removed," (URL1)

The BBC "have your say" site is seething with indignation:

My little contribution, there:
"I feel disenfranchised and lied to:
over the "Common Market" (as I was sold it) turning into something completely other, right through to the nature of the Lisbon treaty and the ducking of a referendum.
Where can I go? "Into the hills with a rifle" seems a little premature, but the realistic options are becoming more limited for one who is disenchanted with both the creature being created, and the methods employed in its genesis. "

The Reform Treaty was signed yesterday by all member nations of the EU.
It involves some of the measures included in the proposed EU constitution of 2005.
At present the treaty has only been signed.
I will come into effect only if it is ratified by the parliaments of all member nations. Only Ireland by law has to hold a referendum to ratify the treaty.
