To obtain your certification, you will need to demonstarte a certain level of swimming competency. As I tell my students, it doesn't have to be pretty, it just needs to work.
Since scuba diving takes place in water, knowing how to swim at a decent level is important from a safety aspect.

Yes. Swimming like 300 meters, (if i remember it right) is one of the requirements before you get your open water dive certificate. But you know, because of the BC vest, you can just sit in the water and dont really need to swim.

Yes, it is one of the testing factors that is performed before you are able to take a sanctioned scuba class.
I had to do six laps in a pool without stopping and we also had to tread water for a couple of minutes.

Yes. There are many tests to pass your certifcation for Scuba Diving that involve swimming.

Yes I would think bcuz you're going to have to swim back up deep waters..and doesn't that involve swimming around under water too? So yes

While it is not absolutely neccessary (some resort places will teach you without any testing), the less comfortable you are in the water, the more you risk losing your cool and killing yourself.
Kinda like asking if you can jump out of a plane without a parachute.....

it's a must... you have to pass a swim test to take a dive course. any good dive master won't take on a student who can't swim.
