This is adipose tissue we are talking about here. It's based on fatty cells, and there is no way to make it firm. Your problem is quantity, not tone. That's a lot of tissue for your age. If this continues, you can consider a breast reduction, during which some minor reconstruction can change the shape of the organs more to your liking. In the meanwhile, you can exercise your pectoral chest muscles, the ones under the problem tissue, and firm that up. You can achieve a firmer looking tone to some degree. Perhaps enough to make you happy. These types of exercises are common, and generally involves spreading the arms out horizontally, under tension with weights or spring loaded workout devices. It's hard work and needs to be done on a fairly regular basis. Best to have a whole body exercise routine and incorporate this measure into it. Any health club can help you with this. You are not alone in this problem area. Actually, you don't really have a problem. You just think you do. This will become much more evident as you get a year or two older.

Physical exercise is best for sculpting the body without sugery, but it's not necessarily garanteed to all people. As for your breasts, I would suggest toning up ( light weight, many repetitions.) If the situation is drastic, then surgery is the only way to go.

My trainer dude told me that pectoral exercises would perk them up, and I pushed harder in that area than any other part of the gym, but got no results. On the other hand, I haven't been to the gym in over a year and probably wasn't there long enough to improve anyway. So in conclusion, I don't actually know, but losing weight and toning up might help, and even if it doesn't, it'll be good for your health :)

No, there's really no other way. Once they sag, the only way to fix them is to have the skin tightened. You could lose wight, but it could make it worse. No exercises will 'lift' them and certainly no magic creams.
