I think it goes both ways - it is all about the way it is done.
I think charming is more intellectual.
People who are charming are that way because they are smart, witty, freely engage in interesting conversation.
Flirting is more physical.
People play on physical characteristics and use eye contact, and play more on flattering the person they are flirting with.

Women like a guy who's sweet, thoughtful, and keeps on doing the romantic stuff, but not too sappy. Otherwise, if you do it all the time, it starts not to be as special anymore. Use pet names that only you two know about (don't use in public!), but not the ridiculous ones like "cupcake" or "muffin". YUCK! You have to think of her as a person, and not just a chance to have some fun.
