is turning on red from the second lane to the left illegal? if the second land is a dedicated turning lane? be detailed.

if you're turning left, i think it is illegal. there should be a light in front of the lane in the shape of an arrow. if the arrow is red, it's illegal.

If it's a dedicated left-turn lane, then no. That's because, in most cases, the traffic lights are timed so as to avoid accidents.

That would be a poorly designed intersection. And it's second lane not second land.

The only feasible way that intersection could work would be if all lanes turned left. So, then it would be legal.

So assuming no highway engineer would ever design an intersection that way if trafic could also turn right ... yes, it is illegal.
