Go a little outside of the city where there is totally dark and less pollution in the air, so you can see the sky clearly. You need to wait and see carefully...

anytime after midnight....
they should be visible if your in a very dark area away from city and street lights.

keep your eyes slowly moving and scanning the sky. you should see something.
