An employee performance evaluation should not come as a surprise to the employee, i.e., it is your responsibility as a good manager/supervisor to provide guidance throughout the year and help the employee to do their best. If the person was informed about an area for improvement and did nothing about it, they won't be surprised during the evaluation. Provide constructive critism if necessary (most corps. insist on 'areas for improvement' - whether needed or not) be very specific, provide examples of work done well, as well as any suggestions for improvement. Try to be objective, leave emotion out of it.

Tell your employee what they are doing right. Like, "Good work on the such'n'such project" or "Great work on your sales." Encourage them and help them if they aren't doing so well. Also make sure you don't lie, if they aren't doing good, give them improvement tips.
