for birthday parties I'm always running late so I grab a bag and some of that pretty tissue, but for Christmas I always wrap!!!

Both. Depends. A lady I know is giving her two nieces stocking stuffers in these little bags from $1 store that look like fancy purses with "pearl" handles (looks almost like a pearl necklace for a handle; that part isn't paper). This way they can put the bags on a bedroom hook and use the bags as fancy temporary storage.
If it's difficult to wrap, I'll use a bag. Sometimes if the gift is small, I'll wrap it and then put it inside gift wrap. Most of the time I wrap, unless I have several gifts, then I'll do both for a variety. Besides, many people love those bags, because they can use them and then re-gift them!

Depends on the size of the gift and how much wrapping paper I have. But if I use the fancy bags, I make sure to use tissue paper so that the gift stays concealed and doesn't look like the bag the clerk through the gift in at the store.

Edit:
To mexikostadt the first responder who says that he uses the fancy bags so he doesn't waste paper using wrapping paper. Use a scale and measure if the wrapping paper you'd wrap the gift with weighs more or the heavy, multiple layered bag!!

At work, I prefer to use gift bags so that the receiver has some way of carrying the gift home easily. I still wrap the gift and place inside the bag and add a gift tag. For the family and friends I wrap gifts and add a gift tag. Half the fun is unwrapping the gift.

If it's a small gift: fancy bag with that thin paper on top so no one can look in and see the present.

Otherwise, I always wrap, because opening the presents is the best part!

It's better if you wrap them and then put into a fancy bag... first it will make smile on their face with fancy bag and then a pleasure with wrapped gift..

I put clothes in boxes and wrap everything else. I have never used a bag and have never received a present in a bag where the present itself wasn't wrapped. Seems kinda funny to me to just put something in a bag. Half the fun of getting a present is opening it.

If the gifts are too big for bags, I wrap them. however, I LOVE the convenience of gift bags. I'm not a great wrapper.

both- depends on the gift and how hard it is to wrap. i usually give wine and make these fancy bags and ties for the gift.
