You can use any OS, mac, windows, linux, to create a website.
A client or host do not need to have the same OS in order to view a website.

All websites are created based on rules to be able to be on the internet.

And all OS can connect to the internet.

The OS or operating system is what controls how a machine operates. Windows, OS X and Linux or Unix are the most common. Any of these can host a web site, and the most commonly used web server software is Apache with php and a mysql database. This can run on any OS.

If you are trying to find out what OS and web server is running on a given site, you can go to www.netcraft.com. You'll get lots of information there.
