If by qualified you are talking about the range of experience and the quality of the experience, then the answer is very clear on the Republican side -- McCain.
On the Democratic side, it is a little bit closer, but based on the range of experience I would go with Richardson.
Since the V-P choice is made by the Presidential Nominee and is not limited to those running, that is a much harder question.
Limiting it to those currently actively involved in politics (which eliminates a lot of qualified people on both sides), I would go with Senator Lugar on the Republican side and Senator Byrd on the Democratic side -- however neither would ever accept the Vice-presidential nomination.

For the democrats is defiantly Hillary. at the start she became the 1st woman for 8 years so she is conscious precisely how its achieved. Oboma would not have sufficient experience. For the republicans its Rudy. this is because of the fact he's the sole one that can beat Hillary. all the others do no longer relatively have a shot.

The most qualifed democrat is probably Joe biden, but I expect Obama to take the nomination and choose Micheal Bloomberg as his running mate.
Romney is the most qualifed repub and I also expect him to take the nomination. I expect him to choose an evangelical republican such as Huckabee to satisfy the hardcore christian right..

Well I think Ron Paul is the only one qualified.
The rest of the pack are globalist/marxist and nothing American I can see. I don't want any of them none are qualified to be my president.
