Yes, sometimes they are testing to see what people will pay. Other times a area may cost them more to operate either from shoplifting or property values or higher wages.
For example our state minimum wage is 7.50 but nobody works for less than 9, in another state people might be willing to work for $6 so they could offer cheaper prices.

Yes. Stores will sell more expensive items and charge more for the same items in a more affluent area.

If there is competition, like a Walmart across from Target, the stores will lower prices to compete.
