This song is about a girl that he likes, and he wants to be with her, but she has some things she needs to work out (the 'ties') before having a relationship with him. But since their relationship isn't progressing, he feels like he's being lazy, when he's really just waiting for the girl to come around. And at the same time, he doesn't want to be let down.
Somebody said an interesting point:

- I think the girl he is singing about has a drug problem...Her ties are drugs, in my opinion, if you listen to the song and think about that way you might understand...
