I know a ton about it. I used to work in the state legislature and my boss was really interested in that issue.

The water right now gets pumped through the Delta and transported via aqueduct to the south. The south also gets some of its water from groundwater, surface water (diverting rivers or pumping it back into the ground to stave off salt water intrusion in the groundwater supply) and the big one being the Colorado River.

There have been proposals to build a peripheral canal which would change things from pumping the water through the delta to simply diverting it around. The Delta is a really sensitive environmental region full of little islands surrounded by levies that could be submerged and lost forever in the event of a flood. The Governor has formed a committee to study the issue. Environmentalists are somewhat divided but are generally against the building of the canal.

The peripheral canal symbolizes the controversy and appeared on the ballot maybe 20 years ago only to be voted down with overwhelming opposition from the Bay Area.

The movie "Chinatown" had a lot of background material about this very subject.
