I live in western pa and thought if I did it on a decent day it might not be too bad. But what do you think?

So long as the ground is not frozen, which would make it rather difficult for you, then just plant them out and they will be fine.

It is better for tulips to be planted later as this helps to prevent tulip fire which ruins the bulbs and distorts the leaves and flowers.

Bulbs are dormant in the cold. So plant now and they will spring into life once your weather gets a little warmer

in the winter time outside, it may not br a good idea, but ifyou prehaps plant them inside in a pot and wait till the weather gets alot warmer i am sure that your bulbs will do just fine, but you should do some research on the kinds of bulbs you are wanting to plant. there are some that you may can plant now. but it would be a good idea to check with your local floral shop about the kinds of bulbs you want to plant
