If you are just describing the ideology, you use the lowercase, but when describing a person, use uppercase. Same thing with Democrat.....

Member of the Democratic Party: Democrat (capital D)

Cold War - always capitalized, as are all wars

The names of political parties and their members, and the names of specific wars (e. g. World War I, the War of the Roses), are capitalized.

Communist - when referring to the ideology, sometimes capitalized . When used as an adjective, never. When used as a proper noun (i.e. Communist Party), almost always.

Democrat - same as Communist, but I've never seen "democracy" capitalized

Cold War - always
