They do... Quite often. You don't hear about it as much though due to body-building's lack of popularity compared to baseball's.

1) Some bodybuilders do get in trouble for steroids. And some have had to do jail time. Usually they only get arrested if they are distributing (selling) steroids to other people. Under U.S. law, a person could also be arrested for buying steroids without a prescription, but law enforcement and prosecutors usually want to get distributors and don't spend a lot of time trying to nab customers (although it does happen.)
2) It is not illegal to use steroids, it's only illegal to buy and sell them without a prescription. Some bodybuilders find doctors willing to write prescriptions for steroids. But since they are a controlled substance, the doctor risks getting in trouble for improperly prescribing steroids if he or she writes the prescription for a non-medical reason (such as enhancing athletic performance.) Steroids can be legitimately prescribed for as replacement therapy for men who experience a decline in testosterone levels due to age or other conditions.
3) Laws concerning the purchase and use of steroids are much more relaxed in some other countries. So some bodybuilders have relocated to foreign countries and only come to the U.S. to compete. Others live close to Mexico (where the laws are not as strict) and they will visit doctors or pharmacies in Mexico to get steroids. If they bring the drugs back to the U.S., they are breaking the law - but if they get an injection while in Mexico and then return to the U.S. - that would be legal.
4) Major league sports and most amatuer athletic organizations have strict rules against steroid use, and are working hard (with varying degrees of success) to enforce those rules. Many bodybuilding organizations have few or no rules against steroid usage. And some that claim to ban the drugs do not have strict enforcement. Some of the smaller bodybuilding organizations do have strict anti-drug rules - and usually the bodybuilders who compete in those events are noticably smaller than the competitiors at the non-tested events.

Many bodybuilders are in jail for steroid use. Some place the baseball players will never see. Even if Bonds goes to jail, it won't be for the drugs, it will be for perjury. The federal government's involvement in baseball stems from the Blacksox scandal. when baseball was allowed to exist as a legal monopoly. The trade-off for that privilege was that the feds can stick their noses in baseball's business every once and awhile.

Because Congress doesn't give a hoot what bodybuilders do. Actually it's not true that no bodybuilders have ever been caught, it's just that the media doesn't care if the winner of the Mr. Tri-City Area bodybuilding contest gets sent to the jug.

Steroids are not cool and the support the idea of cheating. Baseball has worked hard to clean up the sport. Baseball players are suppose to be remodels and if kids see there favorite athlete using steroids then they are going to think it is okay. Without steroids everyone is on an even playing field. If a player is a good and is talented enough he does not need steroids to earn his keep and make a living playing baseball.

Bodybuilders aren't paid the mega dollars that baseball players are.
Baseball teams make a boat load of money as well, which in turn is taxed by the IRS.

They do. They're not famous so you don't hear about it, but they do. Couple of longtime pro bodybuilders have been taken into custody by federal agents while appearing in bodybuilding shows.

Theyre illegal to use when youre in competitive things like sports because if u take them in wrestling u jus get bigger. But in baseball u get a lil bigger and it enhances things like speed and so forth. Making it unfair to those who dont have speed and agility enhancers.
