If you are going to only invite 10 people to your engagement party, and none of those 10 people will be family, I would shy away from the term "engagement party." It can be an "engagement celebration with your close friends," but traditionally family is invited to engagement parties and I'm assuming you don't want to step on people's toes (since you are asking advice on the matter). And the other respondents are correct, do not invite anyone to the engagement party/celebration who you are not inviting to at least the reception, if not ceremony; it's just proper etiquette. Remember though, engagement parties don't need to be formal events, a backyard gathering with small Hors d'oeuvres is perfectly acceptable; and that way you can invite as many or as few people as you'd like.
