The Supreme Court already ruled that Congress could not do that. Andrew Johnson was impeached because he refused to be bound by that and fired Secretary of War Stanton (I believe that was his name) who was the leader of the radical (abolitionist) wing of the Republican Party and was a constant thorn in the side of his predecessor, President Lincoln. Stanton resigned when the Senate did not oust Johnson. It is the President's cabinet and he has to be able to work with them plus the President is the leader of his party and needs the power to discipline wayward members.

BTW, the USA is not and never has been a democracy. It is a constitutional republic precisely because a pure ("let the people decide" democracy) has never worked and leads to tyranny of the majority.

Since this is supposed to be a democracy, put out a referendum and LISTEN TO THE PEOPLE!
