That all depends on what kind of data that you are going to transmit over the WWW. (I have yet to see one Internet Cyber Cafe, with any security or even keep Microsoft IE upto date. Anything private, no it is not safe. Fun and games yes.

yes, just dont put any personal information (ie, credit card, bank, social security, etc...)
