Over the course of the last 60 years or so, there have been numerous attempts, mostly by the military, at controlling the weather. There have been cloud seeding experiments, one of which went awry flooding Rapid City, SD. The ability to steer storms and produce rain present some serious strategic and tactical advantages. The problems were bigger than the grandiose ideas, however and abandoned.

Yes , they have million watt transmitters in Alaska that can "punch holes " in the upper atmosphere . this can shift the direction of the jet stream many miles , thereby affecting the weather downwind .
