I have a laptop with a 15 pin DB VGA female port, but no s-video. I'd like to have the fexibility of having s-video output. Is there any way of converting from db to s-video?

Yes, you can get adapters cheap off of Ebay, jsut double check the shipping costs before you buy, frequently items with 2 bucks buy it now options have like 20 buck shipping cost.

The electrical signal is completely different so you'll need a converter box to take the VGA signal (which is an RGB signal) and then output a Y/C signal for the S-Video cable.

This includes colourspace conversion to PAL, SECAM or NTSC as well as resampling the image to the correct number of lines (625 with 576 image or 525 with 480 image) and the correct frame rate (50 Hz or 60 Hz interlaced) for the TV which is actually quite a bit of work.
