Dont ever use Brightness/Contrast if you can avoid it! You will ultimatly lose pixel information. Brightness/Contrast simply shifts your images histogram, and then trows out what it no longer needs.

Your best bet is to use Image-Adjustments-Levels. You can mess with the sliders right below your histogram, but the one you may be looking for is just below that. It looks like a black to white gradtion with a slider on each end. Click the slider on the white end and push it towards the black end, this will make your image darker in a similar fashion of Brightness/Contrast without losing pixel information.

If you would like to see what i mean about losing pixel information (or others who may be doubting it), do the following. Set your Histogram Palette active (top right corner of a default workspace, or select Window-Histogram). Now go into Image-Adjustments-Brightness/Contrast. Keep your eye on the histogram and begin to move the sliders around and you will see how it cuts out pixel information from your image, essentially sliding the histogram off the chart, cutting out what could be valuable pixel information in the future.

As for chaging your resolution, this a bit of a sticky subject beacuse whenever you make an image bigger or smaller, your are losing image quality. If you can help it you shoudl try to match the resolution to what you want your final product to be ahead of time so that you can get the best result. If you do need to make changes to the image's resolution and are not worried about degrading the image quality, you go into Image-Image Size. Make sure the Resample option is checked and make the desired changes. You can also mess around with different options to the right of Resample, Bicubic will give you the best results, and is usually set as the default option.
