I just got my license so i can answer this question accurately.
You cannot take your permit test before the age of 16. That's why some people take it on their birthday. Once you have your permit, you must wait at least 8 months before taking your practical exam. With a permit, you can drive in the car but you must be accompanied by someone who has held a license for at least 2 years (cannot be probationary). The wait is only 8 months if you take your 12 hours of driving lessons. If you don't take courses, you must wait a year before taking the test. Once you've passed the test, your on a probationary license for 2 years, but you can drive alone whenever, wherever. There are only slight differences between probationary and regular.

16 and I think michinok is wrong about practicing before that. I know you used to be able to do the theoretical class at 15 (I have the impression that's changed) but not actually practice driving.

ok.. i want to do mine too and what I've learned is this:
at 15 you can do your written exam and at 16 you can get your permit. you need to have your permmit for a certain amount of time (i think its 10 months but I'm not quite sure)... after you have done your driving test (and pass) you can get your lisence.

I believe you can get your learner's permit at 16. Which means you can drive accompanied by someone who has a permanent drivers licence.
