It depends what you mean by 'stronger magnetically.'

Chromium is strongly paramagnetic, in that individual atoms will react to magnetic fields. But in constructing strong magnets (ferromagnetism) the spins of the unpaired electrons of many atoms must line up and work together so that the magnetic moments are combined. This only happens if the unpaired electrons of multiple atoms are close enough together for their spins to interact with each other, causing them all to align in the same direction.
