click start and select RUN
type "ncpa.cpl" and hit ENTER
on Network Connections Window double click your
LAN/Internet Connection and select SUPPORT tab.
you will see then on ADDRESS TYPE "Assigned by DHCP"

Almost all people have a dynamic IP address. If you did not manually set your IP address then you have a dynamic IP address.

jrom's answer is a good one, but if you have a router, or your modem is a modem/router, your PC may have a dynamic IP assigned from your router, while your modem has a static IP.
Chances are you have a dynamic IP, as most ISPs charge you extra for a static one.
Easiest way to find out: Call your ISP

just double click the Local Area Network Icon on ur task bar, then click on the "Support" tab and u can see if it is DHCP assigned or Static.
