I'm planning my first trip to Japan and I would like to be there during that week (between April and May) where white flowers blossom somewhere in Japan. Does anyone know what is that week for 2008?
Also, if you can give me tips for affordable accomodations

It depends on where you are in Japan and the weather when it comes to Sakura. You might see them in March in Kagoshima, or well into May in Aomori. However if you go to Japan in April and have a rail pass, you are sure to catch them somewhere.

japanese sakura and sakura in the us are totally different.
you better try ueno park (tokyo) or some other park.
i know ueno park is crowded but you better try.
around april 1~8. depends on temperature. you better stay march 28 ~ april 15 if you really really want to see cherry blossom in tokyo.
and you already got info about the cherry-blossom front.
you can go some other castles or temples too. there are lots of cherry blossom too. kyoto is very beautiful. color is different from tokyo's sakura.
kyoto's sakura season is little bit earlier than tokyo's.

When saying 'white flowers' i hope you mean 'sakura' or cherry blossoms. They bloom in the beginning of april usually in the first couple of weeks. Starting from the south in [Okinawa] to the north [Hokkaido]. They only stay in bloom for several days so if you missed it where you arrived, better move up north. You can also view them in Washington, in front of the White House... hahaha!
To catch some Japanese culture. Bring a picnic blanket and load up on snacks and beers to have a taste of 'hanami' = having a picnic under blooming sakura trees.
