why they have not yet built underground powerlines. i was just curious. We hada big ice storm and everyone lost power. I thought well hey if the lines were underground it might not have been so bad!

It costs a lot of money to move the power lines. As long as the lines are working (or it is cheaper and quicker to fix them) they will stay above ground. Most new construction (at least in populated areas) is now underground.

It depends on where you live/what's underneath you. In my neighbourhood--and city for the most part--all of the cables are underground. It looks better IMO, and they are more reliable in most situations.
