engine was rebuilt recently, bored out, oversized piston and rings installed, new camshaft, and rocker arms. Recently began smoking, checked piston, rings and cylinder wall. Checked valves, seats, and seals... all good. Where else can I look? completely perplexed!!!! Have had no problems with smoking until recently, am getting spark plug fouling. Any help would be very much appreciated.

Is it burning oil or is it fouling plugs and smoking from getting too much fuel?

If it's clearly burning oil, your obvious choices are the valve guide seals or a broken oil ring. I've also seen rings installed upside down.

Not so obvious choices are a cracked valve guide or a porous head. I have seen a few of the 300's that had bad heads, but most burned oil from day one.

I would take it all apart and inspect each and every item. Replace the valve guide seals again as even a tiny nick can cause an oil leak. Make sure the head and cylinder surfaces are not warped. Remove the rings and inspect them and test fit them in the cylinder and measure the end clearance. Mic the piston and cylinder and make sure the bore job was done correctly.

When they bored out the cylinder, it could have been one thousandths off and it would gradually start to show by smoking. Or the rings could be off also. Try changing the rings again. Good luck, buddy.
