Politicians met at the constitutional convention in 1787 in Philadelphia to create the constitution, right? Was there a name for this group of politicians? Was it the second continental congress? When did the constitution actually go into effect? I'm reading it was ratified in 1789, but Delaware ratified it in 1787?

Yes, it was the 2nd Cont. Congress. It went into effect the instant that it was ratified, but it wasn't ratified by every state at the same time, consequently while some states were operating under it there were others that weren't. I believe that 1789 was when the original colonies had all ratified it, I think that Virginia was last, but I could be wrong.

I am not sure what they were called; but the 2nd Continental Congress was the group which sent the Declaration to the British in 1776.

The constitution had to be ratified by at least 9 colonies; Delaware was the first in 1787- but the other colonies took longer.

Delaware was the first, but it actually went into effect in 1789, after most of the states/colonies had ratified it.
