get him to look away from the camera.
talk to him, make him laugh, wait until he is completely distracted and only then take the picture.
shoot the pictures with a slr camera, all of these have a red eyre reduction function which not only removes red eyes but also keeps the subject from blinking in photos. in your case, from being too anoyed with the camera and start crying at the wrong moment.
i'm a photographer myself and my opinion is that your problem is 90% photographer's fault, get a real pro to do it.

My youngest sister used to cry whenever she got her picture taken. She just didn't like the flash and the noise from the camera. My mom just used to dress up whenever she took her to get the pictures taken and would be in on the pictures if my little sister needed to be held. We actually have some really great pictures of the two of them together because of that.

lol my lil cousin was like that too! if you have a digital camera try showing your baby the pics you took of him/her on the camera. That worked for my lil cousin and you could take the picture w/o the flash

yes. especially at walmart/sears where they have those cameras that make noise when they go up and down. Olan Mills used to blow bubbles and use a feather duster. It worked like a charm...and Santa..oh let's not go there!

Maybe he doesn't have to look at the camera.
Position him sidewards with a Teddy bear in his hand.
That can still be cute.
