I'm just beginning to learn how to drive, and my father and I were unsure whether a cop can pull us over if we drive in a parking lot.
We were about to in a large lot, but it did have some cars, and 2 police officers there.
(I do have my permit)

If the lot is privately owned and the owner doesn't mind you using it.

If you have a permit and a lisenced driver over 21 yrs. old w/you, the car is insured, you can drive anywhere. If you're just beginning, I suggest, a college parking lot on a weekend, or an empty lot in the business district if they're closed tor the weekend as long as it's a public parking lot. Once you get the hang of it, try small roads with little traffic and public parking lots with cars and people. Good luck. You'll do well.

As long as your permit is valid and you are accompanied by a licensed driver, you can practice some maneuvers in a parking lot. Check the DMV website for your state to confirm any limitations there may be. Consider that trespassing could become an issue if the parking lot is officially closed. Depends on your jurisdication. Generally, though, shouldn't be a problem..

It should not be a problem but you should try to practice after work hours or on the weekends so as not to disrupt whoever owns the parking lot. This is where a lot of people learn how to drive. Try using parking lots for factories or other industrial/shipping parking lots. Not a lot of activity there on the weekends.

If you have your permit you can drive anywhere legally as long as a parent or guardian over the age of 21 is with you and its not like 1 AM. This is true at least in my state, you may want to check in your driver's handbook.
