You do need a filter. All fish need to have their water cycled to help clean out some of the lose wastes. You should use a twenty gallon tank. Fish only grow to a certain size in tanks. I had mine in a 20 gal tank for a year and they only got about 3 inches tall. When I put them in my parent's 55 gal, they doubled in size quickly.
You do not need a heater. Just make sure the water is above 70 degress F. If your water is colder than that, buy a heater. I don't have a heater and my fish are strong and healthy.

of course it depend on the size of your tank and the size of ur fish
If you're persistant and if ur angel is a small one then no
u just have to change ur water regularly
of course this is all testing and learning
i got a 55 gallon fish tank and my dad does a 95% water change weekly
the fish have gotten used to tap water and are doing great
i got about 30 fish in that tank with the biggest being 9 inch

You need a filter, a heater, and at least a 30 gallon tank with a filter rated for at least 45 gallons but 60 would be better.

yes obviously you need filters in order to keep your tank clean..if its clean your fish may grow large and beautiful and clean 20% of water twice a week

yes i would recomend getting a filter because the water will still get dirty the same way it would if there is more than one.
