What kind of mutilation?

A human being -- you betcha!
An animal -- oh, probably. We're assuming animal cruelty here.
An official document (e.g., United States Currency), depends on the document.

Yes, if you do it to somebody else and that person did not consent to the mutilation.

If you do it to yourself, that is your own problem.
