Facts about the White House tend to be classified honey. To answer your question, they are basing such statements on their general disapproval of the man without even knowing him. I'm not a fan of his, but I do realize that I should not speak on things I don't have a real perspective on.

in order to explain the answer i would have to write a book on it.
so theres no simple short answer to your question, you have to basically do research on it. if you read up on bush's career and family ties to the goverment and also Cheney's career in politics and influence the answer will be obvious.... GW has a documented history for runing companies to the ground and also for onle being the puppet in those companies.... when people say that more then not they are just disgruntled citizens with no real basis for saying it, but if you truly want the answer dont read normal periodical, i suggest you look up (and this may sound weird) conspiracy theories on cheney or bush.

Because scholastic records prove that Bush is a dunce and Cheney is an evil genious. Cheney ran a successful corporation, and Bush ran nothing but failed ones. Some say Bush's brain was damaged by coke and booze in his youth, whereas Cheney has no record of chemical dependency. That help? :)
