I have a very limited account with the run option hidden and regedit locked. I have access to a network drive, but just me, my user account. I have no notepad, almost nothing, please help me acces the c drive.. I really need help??!!

Go to "My Computer", on your desktop, open and then open Local Disk "C", and then "Properities". Then you will see your HDD. Looks like a pie.

As someone's already said, it's blocked for a reason. Get over it.
