Seriously?
Judging by YOUR typing, I'd say you are either not as smart as you think you are, or you're lazy. Neither which are a good thing if you want to earn a scholarship and play ball in college.
Use proper grammar to start, and use proper punctuation (commas, apostrophies, etc). This will go along way since you will already be at a disadvantage simply by size alone. You need people to notice you, and appearing educated is one easy way to get noticed, because frankly, in todays environment, too many atheletes are simply ignorant.
The ones that succeed, are the really smart ones.
Read any biography of atheletes, especially those considered "too small" to play, and they will tell you they made up for their size by "smarts" and heart!
If you are as fast as you claim, and have a vertical of being able to dunk...then you have a shot...but it will seriously help if you appear educated (smart) and have a head football coach that will contact universities on your behalf.
Unfortunately, this is where the politics of football come into play. You'll need to stay on your coaches good side to get his maximum effort in getting you noticed by colleges.
Also, it helps if you have parents that are advocates. have your parents video tape your games, focusing on your play. Have them tape you running routes in a game, blocking in a game, and even running routes when it's NOT a pass play.
Once you have some really good film, crop it into a quick "promo-like film" and send it to every University you're interested in attending, and even ones you're not. You have to market yourself.
If anyone tells you you're too small, use it as motivation. If anyone tells you you "can't" play ball...use it as motivation.
Use your mind & your heart and knock socks off when you hit people. Coaches love a big heart, and great work ethic.
Good luck...
Best regards.
P.S. What state do you live in???

Based on the info you gave I'd say no. Even if you went to a division 3 college or a junior college every guy you'd be competing against will as fast or faster than you, taller than you, and heavier and stronger than you. Go out, play the game, have fun, but I wouldn't pin your hopes on some kind of grand college career.

sorry but you are to short to play receiver unless you run in the low 4.3's. It also seems to me that you are too small in weight to play RB unless you can add about 30 pounds and keep that 4.5 speed you will get murdered at running back.

What's your time in the 40? You seem kind of short for a WR, but if you're fast, you might fit in at HB or something.
