Any time of year is good, as it is a city destination.
But late spring/early summer, May/June you are likely seeing it at its best.

Weather in the Netherlands is not predictable, but in May/June you have a fair chance of getting sun, the days will be long so you can do a lot outside.
The town will be busy, but not yet as crowded as it can be in July and August.
September is the other good time, although the days are shorter.

Personally i always tell people to travel either in spring time or summer time, weather is most likely to be good and there is so much more to see and do, parks are opening up, flowers (tulips) are blooming in spring time, cows are out in the fields making a nice scene together with the windmills, it's just a great time to travel around that time.
