Is there any kind of website that calculates the likely hood of a snow day in a given area?

Here is the National Weather Service Hydrometeorological Prediction Center's web site:

http://www.hpc.ncep.noaa.gov/wwd/winter_wx.shtml

It shows maps of the next few days and indicates the probability of snow of different regions.

You may get a 2 hour delay case the roads are gonna suck tomorrow morning, but no theres no snow day tomorrow.
