The Rock is on a "public vacation" so he isn't allowed to do the show. Brock Lesnar and WWE aren't on so good of terms... Vince actually doesnt' think Brock was that great, Goldberg wasn't utilized very well the short time he was in WWE... He cant be considered one of the greats and actually wasn't even offered to be on the show.

lesnar's career was mostly spent on smackdown, and the wwe isnt on good terms with him
goldberg wasnt around for long enough, and him and wwe are on very heated terms
i dont really care though, because it had hogan, austin, gillberg, kane, undertaker, mankind, and so many others. also, it was the highest rated raw in 7 years
