I am getting hacked over and over, I heard that changing the IP address can put an end to that. I tried to change the IP, but I don't know how to. I just want it to be a different number; (resetting would work). My internet is high speed, LAN and it's cable, the OS is Windows Vista Home Premium Edition.

Changing the IP will lose your connection. In any case your public address is dynamic, it changes on it's own at intervals. I don't believe you are being hacked, this as more unusual then you would think. Try posting details of the trouble you are having, we can probably guide you.

Your linksys router should have a setting to where you can change your IP address for your internal network. This is your gateway. You will need to be network inclined to do this or read the instructions on the Web Interface. You'll still have the same IP address between your broadband modem to the cable company so there is no way to change that. But you can configure you own IP address but you will have to make sure your within the correct IP parameters.

How do you know you've been hacked??? Personally I think you're chasing a ghost....

Nevertheless, most ISPs use random IP addressing which means your IP changes each time you log on. To change the settings on your computer to a static IP simply renders your internet useless.

Your ISP controls your IP, you'd have to contact them to see if they could do it. Another thing you could try doing is get a hardware firewall (usually built into routers) and a software firewall for your computer.
